前已釋之，今當更說。二乘所以不解者，以斷常有所得心豈解諸佛不斷不常無所得正觀也？

This was already explained above, and shall now be stated again. The reason the two vehicles do not understand is that, with their mind of annihilation and permanence that involves apprehension, how could they understand the Buddhas' right contemplation of neither annihilation nor permanence, free of apprehension?
