上歎佛智甚深，除佛以下九道眾生悉不能測量佛智，是故須止。今將說一乘，四乘眾生不能信受，是故須止。

Above, praising the Buddha's wisdom as extremely profound, sentient beings of the nine paths below the Buddha all cannot fathom the Buddha's wisdom, and therefore he had to refuse. Now, about to expound the ekayāna, sentient beings of the four yānas cannot faithfully accept it, and therefore he must refuse.
