The Zhidu lun says: "When joy is at its utmost, one repeatedly says 'Excellent!'" Here, refusal is at its utmost, so he repeatedly says "Stop, stop." Furthermore, because people of the two vehicles do not understand, there is one refusal; because the human-and-deva yāna does not understand, there is one refusal. Furthermore, for those who have awakened to the principle but might confuse the teaching with the principle, there is one refusal; for those who have not awakened to the principle and might confuse the principle with the teaching, there is one refusal. Furthermore, judging according to the text, the Buddha himself explains: "Because devas and humans would all be alarmed and doubtful," so he repeats the word "stop."
