上直明勸信，今明法之權實、人之真偽既竟，勸物信解受持，故與上為異。

Above, it simply encouraged belief; here, having completed the explanation of the provisional and real nature of the Dharma and the authenticity and falsity of the persons, it urges beings to believe, understand, receive, and uphold it; hence it differs from what came before.
