「為是眾生故」下，第三、明起悲也。遠悲者，愍其無福慧二善、有苦因果兩惡；近悲者，悲諸外道計非道為道、道為非道也。

From "for the sake of these sentient beings" down is the third part: explaining the arising of compassion. Distant compassion pities their lacking the two goods of merit and wisdom and having the two evils of suffering's causes and fruitions; proximate compassion grieves over the non-Buddhists who grasp what is not the Path as the Path, and the Path as what is not the Path.
