《論》云「佛雖不須請，而令請者獲福」。七卷《金光明》云「請佛轉法輪，能滅謗十二部經罪」。又先請後說，諸佛法爾。又不請而說則外道譏呵。又外道多事梵天，梵天既請則外道心伏，又若不請而說則應答十四難，以待請方說故不答也。

The Treatise states: "Although the Buddha does not require an entreaty, he causes those who entreat to obtain merit." The seven-fascicle Suvarṇaprabhāsa Sūtra states: "Entreating the Buddha to turn the wheel of the Dharma can eradicate the sin of slandering the twelve divisions of scriptures." Furthermore, first being entreated and then speaking is the constant norm of all buddhas. Moreover, if he spoke without being entreated, non-Buddhists would ridicule him. Furthermore, non-Buddhists mostly worship Brahmā; once Brahmā had entreated him, the non-Buddhists' minds were subdued. Moreover, if he spoke without being entreated, he would have had to answer the fourteen difficult questions; because he spoke only after waiting for an entreaty, he did not answer them.
