One is quiescent and the other illuminating; this is to adorn the general by means of the particular. It is also to adorn the person by means of the Dharma. As for speaking of "power" (bala), it is called "power" because it can liberate beings. Moreover, concentration and wisdom alone are explained because when there are no encumbrances that are not stilled, that is concentration; and when there are no virtues that are not perfected, that is wisdom. Furthermore, when there are no encumbrances that are not stilled, this is concentration, which is the fruit-of-the-fruit of nirvāṇa; when there are no objects that are not illuminated, this is the fruit of bodhi. Because these two encompass the vehicle of fruition in its entirety, they are explained here.
