三周說法正為聲聞、傍及四乘。故《智度論》云「《法華經》是祕密教，明阿羅漢授記作佛。所以然者，聲聞人不知一有三無、三權一實，今正對之，故偏為也」。

The preaching of the Dharma in three cycles is primarily for śrāvakas and secondarily extends to the four vehicles. Hence the Dazhidu lun says: "The Lotus Sūtra is an esoteric teaching, clarifying that arhats receive prophecy to become Buddhas. The reason this is so is that persons of the śrāvaka vehicle do not know that the one exists while the three do not, and that the three are provisional while the one is real. Now it directly addresses them, and therefore is particularly for them."
