常有三界則常有眾苦，亦應常有火宅常有火燃，何故前明火宅後辨火災耶？

If there are constantly the three realms, then there are constantly manifold sufferings; there should also constantly be the burning house and constantly be the fire blazing. Why does it first explain the burning house and only later distinguish the fire disaster?
