This parable can possess two meanings, general and specific. First, a general narration: the three realms are all subject to transformation and fully undergo manifold calamities; if so, since there is constantly a burning house, there is also constantly a fire disaster; these two are in truth simultaneous, but in the exposition they are made into earlier and later. First explaining the house narrates its impermanence; later distinguishing the fire disaster clarifies that it possesses manifold sufferings; suffering and impermanence are what beings suffer from, so they are specifically spoken of. Second, a specific parable: the sentient beings of the three faculties in this assembly formerly received transformation, and their suffering had the sense of a temporary cessation; after the Buddha passed away, they again gave rise to afflictions, and on account of afflictions they underwent various fruits of suffering; hence it first explains the burning house and later distinguishes the outbreak of fire. Furthermore, having already received the suffering of the body of aggregates is parabled as the house; newly generating delusions again to incur suffering is called the outbreak of fire; this latter meaning applies to both kinds of people.
