Speaking in terms of the parable, the venomous harm of those that have form and are manifest is evident, and therefore it is distinguished first; the harm done by the formless ghosts and spirits is not evident, so it is spoken of later. If illuminated in terms of the principle: the birds and beasts with form illustrate sentient beings in household life who give rise to craving; the formless ghosts and spirits illustrate non-Buddhists who have left household life and give rise to views. Therefore, first there are those in household life who give rise to craving, and only afterward are there those who leave household life and give rise to views.
