經既稱漸漸，非但有人天善根，亦有發大心、行大行義。就初為言，故云世間善也。

Since the sūtra says 'gradually', it not only involves the wholesome roots of humans and gods, but also contains the meaning of generating the great aspiration and practicing the great practice. Speaking in terms of the initial stage, it is therefore called worldly wholesomeness.
