就文而言，藥草在前喻機感扣聖，雲雨居後譬形聲應物，要由感方應，故從初立名。又今述中根領解，故以藥草題品，雲雨不爾故不標名。

In terms of the text, the medicinal herbs come first, illustrating the capacity's evocative response appealing to the sage, while the clouds and rain come later, illustrating form and voice responding to beings. Because response inevitably depends on evoking, the name is established from the first. Furthermore, it now confirms the comprehension of the intermediate faculties; therefore the chapter is titled with medicinal herbs, whereas clouds and rain are not so, and thus are not designated in the title.
