舊釋云：欲表下根人取悟為難。今雖為說，尚未明了，更須授記解心始決，方述領解也。

The old explanation states: it is intended to show that it is difficult for people of inferior faculties to attain awakening. Although it has now been expounded for them, it is not yet clear to them; they still require the conferment of prophecy before their minds of understanding become resolved, and only then do they state their expression of understanding.
