今就大乘方便住待緣三昧，故言佛法不現前耳。若就小乘釋迦六年苦行，亦得稱為佛法不現前也。

Here, speaking in terms of the Mahāyāna, he expedients-wise dwelled in the samādhi of awaiting conditions; hence it is said that the Buddha-dharma did not become manifest. If we take the Hīnayāna, Śākyamuni's six years of austerities can also be called the Buddha-dharma not becoming manifest.
