二乘人雖能入見諦道成無學，而無一切智，不能善識機緣，不為物情所信，故不能轉。又佛能自轉、能為他轉，聲聞不能自轉故不為他轉，緣覺雖能自轉，而緣覺出世無他人成聖，故不能為他轉。故《涅槃》云「緣覺說法不能令人得燸法等」。

Although people of the two vehicles can enter the path of seeing the truths and become adepts, they lack omniscience (sarvajñatā), cannot skillfully recognize capacities and conditions, and are not trusted by the feelings of living beings; hence they cannot turn [it]. Furthermore, the Buddha can turn it for himself and can turn it for others. Śrāvakas cannot turn it for themselves and thus do not turn it for others. Although pratyekabuddhas can turn it for themselves, when a pratyekabuddha appears in the world no other person becomes a noble one; hence they cannot turn it for others. Therefore the Nirvāṇa Sūtra says: 'When a pratyekabuddha preaches the Dharma, he cannot cause people to attain the stage of heat and so forth.'
