9.28

「我常稱其」下，第二句，歎其有上弘之功。「能於四眾」下，第三句，歎其下利之德。「自捨如來」下，第四句，出滿願之位，即十地人也。

From "I constantly praise him" downward is the second phrase, praising his merit of propagating [the Dharma] upward. From "Being able among the fourfold assembly" downward is the third phrase, praising his virtue of benefiting [beings] downward. From "Excluding only the Tathāgata" downward is the fourth phrase, indicating Pūrṇa's stage, which is a person of the ten stages (bhūmis).
