4.42

Viewed from the perspective of the Path, there has never been great or small; because of responding to the conditions of the great and the small, provisional names and characteristics are expounded where there are no names and characteristics. Therefore, great and small are both upāyas; not only are great and small both upāyas, but three and one are also both upāyas. However, now when contrasting great and small: because the Hīnayāna is incomplete, it is an upāya; because the Mahāyāna is already complete, it is called real.
