此望昔教為言故秤為難解。以昔教明羅漢煩惱已盡不復更生，如無明糠脫，故後世因中不復更生；今教遂明羅漢作佛，故於昔教為難解。

This is designated difficult to understand when spoken with view to the past teachings. Because the past teachings elucidated that an arhat's afflictions have already been exhausted and will never be born again, like the husk of ignorance having fallen off so that they will never again be produced in future causes; now this teaching ultimately elucidates that arhats become buddhas, hence with respect to the past teachings it is difficult to understand.
