《波若》明菩薩作佛，此事顯了，于時大機未熟，故不得說二乘成佛。約此一邊，亦得稱為不了。
The Prajñā clarifies that bodhisattvas become buddhas, and this matter is explicit. At that time, the great capacity had not yet ripened, and therefore it could not be taught that persons of the two vehicles achieve buddhahood. In terms of this one aspect, it may also be called implicit.
