These two passages still share one meaning; there is no contradiction. 'In the single Buddha-vehicle, upāya speaks of three'; next it says, 'The ekayāna is tattva, the two vehicles are upāya.' It is like someone actually having one fruit in his hand, but using upāya to say there are three fruits. Examining the sequence, one fruit is real and two are upāya; hence speaking of three and speaking of two are both upāya. They still share one meaning and do not contradict each other.
