The Eulogy says: This concludes their eminent names. The Treatise says: 'Because kings, princes, ministers, common people, Śakra, the Brahmā kings, and others all recognized and knew them; furthermore, because śrāvakas, bodhisattvas, and buddhas, who are those of superior wisdom, all thoroughly knew them, they are called "known to all the assembly".' The first explanation refers to being known by the great assembly of high and low; the second explanation refers to being recognized by the noble assemblies of great and small. The Vimalakīrtinirdeśa says, 'All were recognized by the hopes of all the assembly', encompassing these two meanings. Setting forth the twenty-one serves as an example to include the rest; hence it says 'and so forth'. As for all being called 'great', the Treatise itself explains: 'Because their minds attained mastery and reached the other shore. The phrase "and so forth" is used because arhats and non-arhats are included, since Ānanda was at the first fruit.'
