贊曰：結勸眾人除違行順。有四：初二前化諸人，一是經難聞，一此經希說，後二勸勿生疑。

The Commentary says: Concluding by exhorting all people to eliminate opposition and practice compliance. There are four parts: the first two verses treat the persons transformed in the past; one verse treats how difficult this scripture is to hear; one verse treats how rarely this scripture is preached; the final two verses exhort them not to give rise to doubt.
