10.166

來意有二：一依今時經品次第者，付囑有二：上已神力令信付囑，此是摩頂令行付囑，故此品來。二者依本論，此品於〈普賢品〉後說，故論云「護法力者，謂〈普賢品〉及後品示現。」此手摩頂，佛自護法令其流行，故此品來。

The reason for its occurrence has two points. First, according to the current sequence of sūtra chapters, the entrustment has two aspects: above, the entrustment was made by divine power to cause faith; here, the entrustment is made by rubbing the crown of the head to cause practice; hence this chapter comes next. Second, according to the root treatise, this chapter is preached after the 'Samantabhadra Chapter,' as the treatise says: 'The power of protecting the Dharma is manifested in the "Samantabhadra Chapter" and the subsequent chapter.' Here, rubbing the crown with the hand, the Buddha personally protects the Dharma and causes it to circulate; hence this chapter comes next.
