10.191

來意者，上之二品既明付授，下之六品受命流通。准本論文分之為五，藥王自行苦行力以流通，妙音教化眾生行苦行力以流通，觀音、陀羅尼護眾生諸難力以流通，妙莊嚴王功德勝力以流通。普賢、囑累護法力以流通。囑累既在前陳，護法但唯有一。藥王時雖在會，說其過去燒身燃臂自行苦行以流通正法，利益時會，故此品來。

As for the rationale for its inclusion: the preceding two chapters having already clarified the entrustment, the subsequent six chapters receive the command to circulate [the teaching]. Following the root treatise, they are divided into five: Bhaiṣajyarāja circulates it by the power of his own practice of austerities; Gadgadasvara circulates it by the power of his practice of austerities in teaching and converting sentient beings; Avalokiteśvara and the Dhāraṇī [Chapter] circulate it by the power of protecting sentient beings from various difficulties; King Śubhavyūha circulates it by the supreme power of merit; and Samantabhadra and the Entrustment [Chapter] circulate it by the power of protecting the Dharma. Since the Entrustment has already been set forth earlier, there is only one [chapter on] protecting the Dharma. Although Bhaiṣajyarāja was present in the assembly at that time, [the Buddha] recounted his past burning of his body and burning of his arms as his own practice of austerities to circulate the correct Dharma and benefit the contemporary assembly; therefore this chapter follows.
