The Eulogy says: Fifth, the entrustment. It has four parts: first, announcing his extinction; second, entrusting the Dharma; third, entrusting the world; fourth, entrusting his physical remains. According to the Mahāsāṃghika-vinaya, that with relics is called a stūpa, and that without relics is called a caitya. In the Yogācārabhūmi and other texts, if there are relics it is called a stūpa (sūdǔpō), and if there are no relics it is simply called a caitya (zhìduō). There is no term "tǎpō"; it is an error.
