The Commentary states: The text of the chapter is divided into four: first, questions and answers on the reason for the name; second, questions and answers on transformative practices; third, Dharaṇīṃdhara's praise; fourth, concluding the contemporary benefit. The first two texts have verses. The first text has three parts: first, asking about the reason for the name; second, answering the meaning of the characters; third, weighing the superior and inferior merit of upholding the name. This is the first. Regarding "Akṣayamati" (Inexhaustible Intention), the Akṣayamatinirdeśa-sūtra says: "Practicing the six perfections, four means of embrace, and other various practices, he vows to deliver sentient beings. When the realm of sentient beings is exhausted, the intention of the bodhisattva is then exhausted; as long as sentient beings are not exhausted, the intention of the bodhisattva is inexhaustible; hence he is named Akṣayamati." In the Daśabhūmika-sūtra, all great vows are fulfilled through ten clauses of exhaustion: first, the exhaustion of the realm of all sentient beings; second, the exhaustion of the worlds; third, the exhaustion of space; fourth, the exhaustion of the dharma realm; fifth, the exhaustion of the realm of nirvāṇa; sixth, the exhaustion of the worlds where buddhas appear; seventh, the exhaustion of the realm of Tathāgata wisdom; eighth, the exhaustion of the realm of objects grasped by the mind; ninth, the exhaustion of the entry into the realms of wisdom regarding the Buddha's scope; tenth, the exhaustion of the turning of the wheel of wisdom regarding the turning of the wheel of the Dharma in the worlds. Just as when the realm of sentient beings is exhausted, my vows are then exhausted; in this way, when the realm of sentient beings is not exhausted, my vows are also not exhausted. Up to the ninth, when the Buddha's wisdom witnessing and entering all realms is entirely exhausted, and the tenth, when the wisdom turning the wheel of the Dharma turning all dharmas is exhausted, my vows are also not exhausted. The Vimalakīrtinirdeśa-sūtra says: "Although attaining the Buddha Path and turning the wheel of the Dharma, yet not relinquishing the bodhisattva path—this is called the bodhisattva practice." Therefore, this bodhisattva is named Akṣayamati. Although the vows and practices of all bodhisattvas are identical, their various titles differ because their vows are distinct. It intends to clarify that this sūtra is able to make both practices and vows likewise inexhaustible. Asking about the name is intended to make one rely on mindfulness to cease suffering; asking about the practices is intended to make one cultivate practice to aspire to bliss.
