贊曰：第二同時成也。夫說《法華》必先說《無量義》，故名時至，示為菩薩說也。
The commentary says: Second is the identical fulfillment of the time. Whenever the Lotus Sūtra is expounded, the Anantanirdeśa must first be expounded; thus it is called the time having arrived, indicating that it is expounded for bodhisattvas.
