贊曰：二不止也。「默」靜也，俗作默。諸論皆云有二決定佛力不非：一受異熟決定，二作業決定。罪根深重者受果定類，增上慢者作業定類。由此五千從座而起，佛雖神力亦不止之。又乍可令去，不墜大坑；不可止之，令興重業，故不止也。彼若發心定業可轉，其心不易佛力不排。

The Eulogy says: Second, not restraining them. “Silent” (mò) means still; the popular form is 默. The various treatises all say there are two kinds of determinations that even the Buddha’s power cannot overturn: first, the determination of experiencing retribution; second, the determination of creating karma. Those whose roots of transgression are deep and heavy belong to the category of determined retribution; those of overweening pride belong to the category of determined karma. Therefore, when these five thousand rose from their seats, even with the Buddha’s spiritual power he did not restrain them. Furthermore, it was preferable to let them depart so they would not fall into a great pit; they could not be restrained, which would cause them to generate heavy karma; thus, he did not restrain them. If they were to generate the mind [of awakening], determinate karma could be transformed; but if their minds do not change, the Buddha’s power cannot overturn it.
