3.45

贊曰：此第四句。論名堪成就。本無徵詞，一切可化眾生知如來成就希有功德堪能說法故，謂舍利弗等善根熟者，名可化眾生，知佛成就第一希有難解功德堪說法故。

Commentary: This is the fourth phrase. The treatise calls it 'accomplishment of competence'. Originally there was no word of inquiry; because all transformable sentient beings know that the Tathāgata has accomplished rare virtues and is competent to expound the Dharma. That is to say, those whose good roots have matured, such as Śāriputra and the others, are called transformable sentient beings, knowing that the Buddha has accomplished the foremost, rare, and difficult-to-understand virtues and is competent to expound the Dharma.
