贊曰：此請決牒。自既未聞，四眾疑起，故願佛說。「敷」施演說也。

The Commentary says: This repeats the request for resolution. Since he himself had not heard it before, and doubts arose among the four assemblies, he wished the Buddha to explain it. 'To unfold' (fu) means to expound and preach.
