4.178

贊曰：初一頌下至戲咲劣物為塔，後半頌結之。論云「聚沙為佛塔已成佛道者，謂發菩提心行菩薩行者，所作善根能證菩提，非諸凡夫及決定種姓聲聞、未發菩提心者之所能得故，如是乃至上文及下小低頭等亦如是。」

The Eulogy says: The first verse treats [materials] down to trifling things made in play for stūpas; the latter half-verse concludes it. The treatise says: 'As for "piling up sand to make a buddha-stūpa has already attained the Buddha Path," this refers to those who generate the bodhicitta and practice the bodhisattva path; the roots of goodness they perform can realize bodhi. It is not what can be attained by ordinary persons, śrāvakas of determined lineage, or those who have not yet generated the bodhicitta. Thus, it is the same even up to the above text and the slight bowing of the head below.'
