The Commentary says: This reveals the intention of first using the provisional and then the real. "The various courses of action of sentient beings" is a general phrase, referring to the mental dispositions and behaviors. Below are particular phrases, or resolute intentions. "What their minds reflect on" refers to their all-directed conduct. "Karmic power" means their own karma. "Power of desire" means resolute intention. "Power of nature" means the various realms. "Power of vigor" means the appropriate and inappropriate places, and so forth. Or vigor and the rest are themselves the power of nature, because the substance of the seed-nature is the five faculties; thus the word "power" below connects back through the above. "Sharp and dull faculties" refers to the power of the superiority or inferiority of the faculties. Because the Buddha possesses these powers of knowledge and is able to know them, he therefore uses the provisional first and returns to the real later. Previously, the future buddhas acted because they understood the three natures, whereas here the present Buddha acts because he knows sentient beings; they mutually reflect and reveal each other, so first there are expedient means and then the real is taught.
