4.259

三乘者，佛及菩薩並以聲聞。說法令他得智斷惑，可名轉法輪，獨覺不爾。《涅槃經》言：「緣覺說法，不能令人得燸等法」，由聲聞等不識藥、病，不與聲聞轉法輪名，理亦何爽。

Regarding the three vehicles: the Buddha, the bodhisattvas, and the śrāvakas. Preaching the Dharma to cause others to attain wisdom and sever delusion can be called turning the Dharma wheel; the pratyekabuddha cannot do so. The *Nirvāṇa Sūtra* states: 'When a pratyekabuddha preaches the Dharma, he cannot cause others to attain warmth and the other [stages of practice].' Because śrāvakas and others do not recognize medicine and illness, not giving śrāvakas the name of turning the Dharma wheel—how could this principle be mistaken?
