The commentary states: This clarifies that they are capable of being taught. The first verse explains abandoning the provisional and resorting to the real; the latter verse removes doubt and bestows prophecy. Attaining joy refers to immeasurable joy, not envying the matters of sentient beings becoming buddhas. 'Fearless' means certitude; because he roars the lion's roar, the principle is definitive. 'Amidst the bodhisattvas' means in the presence of superior people, because all who resolve their minds in the two vehicles are bodhisattvas. Preaching the path of the Single Vehicle relying on the true reality is called upright; not preaching the existence of three according to capacity and provisionality is called abandoning expedient means; preaching only the unexcelled path of the Single Vehicle reveals that he now straightly preaches only this one path and no other. Bodhisattvas of sudden awakening prior to the bhūmis doubted that they alone would attain bodhi while śrāvakas had no share; bodhisattvas of indeterminate lineage doubted that they themselves had no share in the fruit of buddhahood and wished to retreat toward the lesser; therefore, now hearing the Dharma, all these doubts are eliminated. The prominent twelve hundred śrāvakas present doubted that they could become buddhas, but now he directly preaches to them that all shall become buddhas. Therefore the *Nirvāṇa [Sūtra]* says that a srotāpanna takes eighty thousand kalpas and so on up to a pratyekabuddha taking ten thousand kalpas to arrive; arriving means reaching the initial aspiration of the ten faiths. The practice of these beings is extremely slow and dull, not comparable to a beginner bodhisattva just starting his practice; this is said in terms of indeterminate [lineage], and not that all of the two vehicles are definitively to become buddhas. Thus the thirty-fourth scroll of the *Nirvāṇa [Sūtra]* says: 'At one time I preached one vehicle, one path, one practice, and one condition, capable of bringing great tranquility to sentient beings, severing forever all bonds, griefs, suffering, and the causes of suffering, causing all sentient beings to arrive at the single existence. My disciples did not understand my intention, and cried out among the great assembly: "The Tathāgata says that from srotāpannas up to arhats, all will attain the Buddha path!" and so forth.'
