5.100

贊曰：此釋所以。據實釋迦亦由本願，今隱願力但出惡世，欲明諸佛行利不同。我出惡世教化眾生，初以方便後以真實，故以三乘；華光如來願意普資，所以唯稱本願如此。欲令眾生知彼佛時無惡眾生發願生彼，順本所習調伏二乘說三乘法，非化惡生初權後實。

The Eulogy says: This explains the reason. In fact, Śākyamuni also [did so] on account of his original vows; here, concealing the vow-power, he only appears in an evil age, wishing to show that the deeds and benefits of buddhas differ. I appeared in an evil age to teach and transform sentient beings, first with expedient means and later with the truth, and therefore used the three vehicles; Padmaprabha Tathāgata's vow-intent universally aids [all], and therefore it only states that his original vows were like this. Wishing to cause sentient beings to know that in that Buddha's time there are no evil sentient beings, so that they vow to be born there, conforming to their original practice to subdue the two vehicles he preaches the Dharma of the three vehicles, not that he transforms evil beings first with the provisional and later with the real.
