贊曰：下第四無悕取大之化，有二：初不悕信，後不驚厭。此初也。由耽生死，不肯信學大乘理、行，此說初聞大乘言教而不能依理、行修學，返退生死名不信受。受者領納，信者證入，不能依行證入大理名不信受，非全愚法，初順習故。

Commentary: Below is the fourth [section], the transformation in which they have no desire to adopt the Mahāyāna. It has two parts: first, not desiring to believe; second, neither alarmed nor weary. This is the first. / Because they are addicted to saṃsāra, they are unwilling to faithfully practice the principle and conduct of the Mahāyāna. This describes those who, upon first hearing the spoken teaching of the Mahāyāna, are unable to cultivate and train in reliance on its principle and conduct, turning back and regressing into saṃsāra; this is called 'not believing and accepting'. 'Accepting' means receiving; 'believing' means realizing and entering. Being unable to enter into the great principle by practicing in accordance with it is called 'not believing and accepting'; it is not that they are completely ignorant of the Dharma, because they initially followed and practiced it.
