車是遍趣行，機學可言好，城但是息苦，非生不名好。車是修生，城是修顯，故車說好、城無好言。又影顯彰俱好無失，知其欲退即好城也。

The carts represent practices leading everywhere; when capacities train in them, they can be said to "favor" them. The city merely brings an end to suffering; because it does not generate [merit], it is not called "favored." The carts are generated through cultivation, whereas the city is manifested through cultivation; therefore the carts are spoken of as favored, while for the city there is no mention of favor. Furthermore, by mutual implication, it is evident that both are favored without error: knowing that they wish to retreat means they favor the city.
