The Commentary says: The five and a half verses below explain the extinguishing of doubts, within which there are four parts: one verse reveals the skillfulness of the Buddha's words and the stability of his mind, by which doubt is severed; two verses clarify that the buddhas of the three times identically teach expedient means, by which doubt is severed; one verse resolves that the buddhas' teachings are identical, by which doubt is severed; one and a half verses know that the traces of the path of the Buddha and Māra are different, by which doubt is severed. This is the first. The Buddha's preaching has two aspects: first, doctrinal preaching; second, analogical preaching. "Various conditions" refers to the principles of doctrinal preaching; "various parables" refers to analogical preaching. Externally manifesting these two skillful speeches to preach the Dharma, while internally his mind is stable and unshakeable like the ocean, doubt is therefore severed. If the phrasing were unskillful, the principles and parables contradicted the tenet, and the mind wavered while wisdom was bewildered regarding the true realm, inner and outer would meet hindrance, and doubts would then be difficult to extinguish. Now, it is not so; therefore doubts are severed.
