贊曰：明今實昔權中第二結也。此意有二：一佛說二乘住權、未實滅度，斯人未得無上道故；二「我意亦不欲令二乘住權」者，即至無餘之滅度也。意欲令取大般涅槃無上之道，不令住權便究竟滅。

The Commentary says: This is the second [section] concluding within the clarification of the present reality and past provisional. This meaning has two [aspects]: First, the Buddha explains that the two vehicles abide in the provisional and have not truly attained extinction, because such persons have not yet attained the unsurpassed path. Second, 'My intent is also not to have the two vehicles abide in the provisional' means reaching the extinction without remainder. The intent is to have them attain the great parinirvāṇa and the unsurpassed path, not to let them abide in the provisional and attain final extinction right there.
