The Commentary says: The preceding fourteen and a half verses clarify the provisional and real of the Dharma, leading one to discard the provisional and take up the real; the subsequent sixty-six verses show the right and wrong of persons, leading one to practice what is right and eliminate what is wrong. This is divided into four: First, two and a half verses clarify that because I discern the faculties and capacities I am able to teach, whereas you do not discern them and must not propagate it recklessly. Next, eight verses clarify that the status of believers is high, all having long planted roots of virtue. Next, thirty-six and a half verses describe the sinful marks of those without wisdom who do not believe. Finally, nineteen verses indicate that one should teach it to those with wisdom. The first part also has two: First, one verse on how I discern faculties and capacities and therefore am able to teach; next, one and a half verses on how you do not discern them and must not propagate it recklessly. This is the first. 'Being the King of the Dharma' generally discerns medicine and disease; 'mastery over dharmas' particularly discerns the medicine of the Dharma to bring peace and comfort to sentient beings. Particularly discerning faculties and capacities, I am able to teach in response to their dispositions; therefore I appear in the world.
