The Commentary says: Below, the third section consists of thirty-six and a half verses on the sinful marks of those without wisdom who do not believe. There are two parts: First, two verses on how if non-Buddhists and ordinary beings possess the seven evils, one should not preach to them; second, thirty-four and a half verses on the characteristics of evil causes and effects if one happens to preach to them and they harbor disbelief. The first has two parts: First, one verse on how if they possess the four evils, one should not preach; next, one verse on how if they possess the three evils, one also should not preach. This is the first. The four evils are: First, arrogance, those who rely on family lineage, physical form, strength, cleverness, or wealth, and are intoxicated and heedless. Second, pride, those possessing the seven types of pride who oppress others, regarding small virtue as great, like the group of five thousand. Third, indolence, those who are lax and indulgent without satiety. Fourth, view of self, the adherents of non-Buddhists. If they deeply revile birth-and-death and joyfully seek transcendence, humbling themselves and revering others, cherishing the Dharma with a modest mind, being diligent and not indulgent, dispelling delusion and contemplating non-self, and faithfully following this sūtra, only then should one preach to them. Therefore, to those who possess the four evils, one should not preach. The rest are understood accordingly.
