The Commentary says: The subsequent thirty-four and a half verses describe the characteristics of evil causes and effects if one happens to preach to them and they harbor disbelief. There are two parts: First, four and a half verses on planting evil causes due to disbelief; second, thirty verses on experiencing evil retributions due to disbelief. The first also has two: First, one verse on the extinction of the good due to disbelief; next, three and a half verses on the arising of evil due to disbelief. This is the first. Extinguishing contaminated causes is called severing the worldly seed; extinguishing uncontaminated causes is called severing the buddha-seed. Through believing this sūtra, one initially perfuses contaminated wholesome seeds, and thus is born among humans and devas to experience superior, wondrous bliss, nourishing the naturally existent uncontaminated seeds to later gradually enter sagacity. Newly generated uncontaminated [seeds] develop progressively up to the fruit of Buddhahood. Therefore, believing this sūtra can serve as the proximate cause for human and deva [rebirth] in the world and the distant cause for attaining Buddhahood, resulting in boundless benefit and bliss when attaining Buddhahood in the future. If one does not believe oneself, slanders and obstructs, does not allow it to circulate, and causes others not to believe, how would that not be severing both kinds of seeds? It is indeed gouging out the eyes of devas and humans, or severing the buddha-seed of all the world, because it damages the uncontaminated seeds of dharma. Because this sūtra states that if there are those who encourage generating the bodhicitta, the buddha-seed will not be severed, slandering this sūtra and severing bodhicitta is called severing the buddha-seed. Because the Dharma does not circulate, it also severs the Dharma-seed; since they do not generate the mind [for bodhi] and do not realize the noble path, it also severs the Saṅgha-seed. Here, speaking from the superior standpoint, it only says severing the buddha-seed.
