Commentary: The sixty-six verses show the right and wrong of people, causing them to learn what is right and eliminate what is wrong. Therein are four parts: above are already three sections; below, the fourth section has nineteen verses, stating that to the wise it should be spoken. There are two parts: first, seventeen verses on the characteristics of those to whom it should be spoken; second, two verses concluding it. The first part has three sections: the first one and a half verses show that only when one investigates that someone who has never yet resolved [their mind] possesses the Buddha gotra may one speak it to them; next, ten and a half verses show that only when someone who has already resolved their mind possesses habituation in the six perfections may one speak it to them; finally, five verses show that only when someone, though possessing the gotra and habituation, can further possess a mind that values and seeks the Dharma may one speak it to them. This first investigation encompasses six virtues: first, sharp faculties, because upon hearing they swiftly understand; second, wisdom, because they discern right from wrong; third, clarity, because they are not confused or benighted; fourth, extensive learning, because they previously planted learning; fifth, strong retention, because their mental acuity is sharp and clear; sixth, speaking the Lotus for them. Being fond of seeking the Buddha path and not seeking other paths, taking joy in transcending worldly dust, or having a nature that seeks the path of awakening and does not delight in foolishness and delusion—only then may one speak it to them.
