The commentary says: Below is matching the present obtaining. It has three parts: first, knowing that the Buddha is not stingy with the Great Vehicle, hence obtaining it; next, knowing that the Buddha converts solely through the Great Vehicle, hence obtaining it; finally, concluding the reception of the present obtaining. This is the first passage. First is the statement, and then the explanation; the meaning of the text is clear. It receives [the sense of] the "Expedient Means Chapter", which says: "If a person with faith takes refuge in the Buddha, the Tathāgata does not deceive him, nor has he any thought of greed or jealousy, cutting off evil among all dharmas." Now we know the Buddha is not stingy; it was only that we ourselves took pleasure in the small and were unable to study the Great Vehicle. If there were a mind taking pleasure in the Great Vehicle, the Buddha would expound it for us, because of not being stingy. "Lin" (悋) is pronounced li-jin fan [lìn]; it means stingy. If sparing is written 悋, having spared, one is stingy; hence it means stingy.
