The Commentary says: Below is the particular parable. It has four parts:
1. the parable of the Dharma King's appearance in the world;
2. the parable of the spoken teaching universally moistening;
3. the parable of receiving moisture differently;
4. the parable of not being consciously aware.
'Dense clouds spread across' is the first parable. 'Blanketing completely' onward is the second parable. The transformation body conceals the real, gradually displaying the eight phases to secretly bring about vast benefit, just as clouds are dense and spread across, not being sudden, violent clouds, so that they cause no disaster. Clouds have ten virtues, which are explained in the verses. A single transformation buddha transforms the three-thousand great-thousand [world], appearing simultaneously, and his voice also pervades it; therefore it says, 'filling the great-thousand world'.
