The Commentary says: Below is the third section: the parable of receiving moisture differently. It has two parts: first, being moistened by a single rain; second, receiving moisture differently. The first text has three parts: 1. general statement; 2. horizontal moistening; 3. vertical growth. This is the first.
'At one time' means because the capacities have ripened.
'Raining down equally' means expounding with a single voice, while each understands according to their own capacity. *Shu* (raining down) has the fan *zhi-shu* and *shi-yu*; it means seasonal rain. Here we follow the first fan.
'Its moisture reaches everywhere' because the beneficial nourishment is identical. *Qia* (reaches everywhere) has the fan *hou-jiao*; it means to moisten, to penetrate completely, having the meaning of harmoniously spraying all over.
Plants, trees, groves, and thickets are interpreted as before.
'Medicinal herbs' is a parable for wholesome roots.
