贊曰：此明如來說法希有。「默」者緘默。「務」者趣疾、怱遽、專好。緘默一三實權之妙，不樂趣疾、怱遽、專好，急即陳述，必待生機方可說故。

The commentary says: This clarifies that the Tathāgata's teaching of the Dharma is rare. "Silent" means keeping silence. "Rush" means hastening, being hurried, or being exclusively eager. He keeps silent concerning the wonder of the real and expedient of the One and the Three, not delighting in hastening, being hurried, or being exclusively eager to explain it immediately in haste, because he must wait for the sentient beings' capacity before it can be expounded.
