Commentary: The second section below has six and a half verses on receiving moisture variously. It has three parts: one verse on the functions of the rain; next, two and a half verses on the essences nourished and grown; and the final three verses on the functions nourished and grown. This is the first. The Nirvāṇa-sūtra states: "Toward sentient beings, the Buddha does not look at lineage or caste, down to low-born servants; he looks only at sentient beings who possess good minds and thereupon extends his compassionate thought to them, just as a lion cub slays a fragrant elephant and slays a hare just the same." Because he does not give rise to a contemptuous mind, it is called "universal and equal." "Falling simultaneously in the four directions" is because it extends across the four modes of birth. "Chong" (充) means full, and "qia" (洽) means moistened and drenched.
