贊曰：此下第二請轉法輪。初長行，後偈頌。此初也。安隱與樂，憐愍拔苦。

The Commentary says: Below this is the second part: requesting the turning of the wheel of the Dharma. First prose, then verse. This is the first. 'Peace and security' bestows joy; 'pity' extracts suffering.
